This is a race against a burn/madness deck, so prioritize protecting your life total and key blockers over card selection; Malevolent Rumble and Bitter Reunion are too slow when the clock is this fast. Red Elemental Blast is dead here since it only affects blue spells and permanents, so it stays in the sideboard despite the opponent's red devotion. Tamiyo's Safekeeping protects Outlaw Medic or Writhing Chrysalis from Lightning Bolt or Fiery Temper while gaining 2 life, directly fighting their damage plan. Your maindeck Prismatic Strands and Thraben Charm are already strong here (Prismatic Strands can prevent all red damage for a turn), so lean on those plus lifelink from Sacred Cat and Outlaw Medic to out-race them.

Dust to Dust doesn't hit anything relevant against Mono-Blue Terror, since their threats and permission spells are blue creatures/instants rather than artifacts, and Breath Weapon's 2 damage doesn't kill Tolarian Terror or Cryptic Serpent (both 5 toughness).
